[Phone] President Trump hosted Chinese President Xi Jinping in Washington, and a three-day State visit ended this week. This was Xi’s first visit to Washington in more than a decade, and it was a huge event — but many media and analysts pointed out that the Summit had made little substantive breakthrough on the core issues.
The most concrete outcome of the summit was the agreement between China and the United States to extend the existing tariff truce for two months. There were also reports of a $30 billion tariff agreement between the parties. In addition, on Saturday this week, the two Governments announced the establishment of an artificially intelligent incident management corridor and accelerated the development of a military crisis communication mechanism. According to the White House, a bilateral coordinating body called the "Board of Trade" has been operational this week, focusing on selected bilateral issues.
Xi arrived in Washington on Thursday, and Trump personally went to Andrews Joint Base to greet him. American soldiers laid red carpets in front of Xi's flight, and the band played a welcome song. The evening was marked by a grand national feast in the eastern hall of the White House, with guests including the giants of the United States scientific and technological community, billionaires and Washington dignitaries.
During the Summit, the two leaders held two formal meetings and drank tea in the White House. Trump followed Xi to the White House construction site, including the White House banquet hall and helipad, called Xi "likes good granite". On Friday, Trump accompanied Xi to the United States National Archives to show the leaders of the world's largest communist country the sacred text of American democracy — the Constitution and Bill of Rights of the Declaration of Independence. The Archives is organizing a special exhibition to commemorate the 250th anniversary of the founding of the United States.
The extension of the tariff truce was one of the few concrete outcomes of the Summit. It was reported that the interim arrangement had allowed more time for Washington and Beijing to deal with trade disputes, but no major new agreements had been announced. Issues such as tariffs, Chinese procurement commitments, rare earth supplies and technical restrictions remain to be negotiated.
It was reported that both China and the United States had drawn up a list of goods recommended for tariff reductions. There are reports of a $30 billion tariff agreement between the parties.
In the area of artificial intelligence, the two countries agreed to establish a channel of communication to deal with AI-related incidents. Xi said publicly: "We have both the capacity and the responsibility to develop and manage AI to ensure that it remains under human control. "and Trump's statement is quite different... He said this week at the United Nations General Assembly: "We are ahead of China on AI, and we will maintain this momentum."
In 2024, Xi and Biden agreed to exclude AI from nuclear weapons. On that basis, the Summit advanced the development of an incident communication channel, without addressing the deeper AI governance rules.
The Ambassador of the United States to China revealed that in his meeting, Trump asked Xi whether China was willing to purchase United States weapons. It has been reported, however, that the United States Department of State has indicated that, following a related statement by Perdue, the United States currently has no plans to sell weapons to China.
The question of Taiwan remains a core difference between the two sides. Xi urged Washington to approach the Taiwan issue in a "prudent" manner and called for opposition to "Taiwan independence". Trump said that Xi understood his "feelings on Taiwan" but there was no indication that the Trump government would change its existing position.
The groups most affected include: enterprises and traders involved in Central America's import-export trade — the two-month extension of the tariff truce, which means that they are not facing a new round of tax hikes for the time being, but the policy course remains uncertain two months later; science and technology industry practitioners — the establishment of the AI incident communication channel, which could affect the framework for cooperation and compliance between Sino-American science and technology enterprises; and defence industry-related individuals — the issue of arms exports, which is now in the "acting without the following".
Xi stated that he expected to meet with Trump twice this year. He invited Mr. and Mrs. Trump to attend the APEC summit in Shenzhen, China, in November of this year, and mentioned that they could meet again one month later at the Group of Twenty (G20) summit at the Dolal Golf Club in Trump, Florida.
Analysts are generally of the view that the summit was well on the table, but little substantive progress was made on core topics such as Taiwan, artificial intelligence and broader trade tensions. The evaluation title of the Commission on Foreign Relations summed up this point in plain terms: "The limits of Trump and Xi's Photo Summit". Next, the course of tariff negotiations two months later, the real functioning of the AI channel of communication, and the two meetings between APEC and G20 will determine whether this "friendliness, strength and success" statement is sustainable.
